Removing Barriers to HIV Services
The lives and livelihoods of people living with HIV and other key populations are under threat. But, these communities are leading the charge to right this wrong, working to reshape policies and eliminate laws that keep people from accessing care.
The SCALE Initiative is a partnership between the United Nations Development Programme (UNDP) and the United States President’s Emergency Plan for AIDS Relief (PEPFAR). The partnership is committed to helping strengthen and scale the work of people living with HIV and key populations to say enough is enough – to counter the discriminatory laws, policies and HIV-related criminalization that denies communities their fundamental rights and dignity and unlock progress on the global 10-10-10 HIV targets.

What?
In the 2021 Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030, countries committed to urgent and transformative action to remove punitive and discriminatory laws, policies and practices that undermine HIV responses. However, no country is on track to meet these targets.
